THE PROCESS OF DRIVER’S EDUCATION FOR B-CERTIFICATION (GENERAL DRIVING LICENSE)
Driver’s education can start at the age of 16.
Study permit – at a District Commissioner
The first thing the student must do is to apply for a study permit at a District Commissioner.
You do this by completing an application form for a driving license on the web.
The student must take an identification
portrait for the license in person to the District Commissioner. A medical certificate from a doctor may also be required
if the student uses glasses or has impaired vision.

Choosing a driving instructor
A driving instructor should be selected before the application at the District Commissioner.
Driving instructors work independently and the student must arrange for an instructor by himself or herself.
A list for every driving instructor in the country can be found at netokuskolinn.is.
Each instructor decides his hourly fee and it can vary between instructors.
The fee for the practical training is paid straight to the instructor.
Driving School 1 and the first practical sessions
Practical training – at least one session
According to regulations, at least one training session in a car must be completed before the written part of the study can start.
Driving School 1 – written material
The student must complete Driving School 1 before
practice driving can start. The Internet Driving School (Netökuskólinn) offers Driving School 1 online.

Usually Driving School 1 and the practical training sessions (before the practice driving starts) are done at the same time.

Practical training – at least 10 sessions in total
A minimum of 10 sessions of practical training on a car, with a licenced practical driving instructor, must be completed before practice driving
can start. A common number of completed sessions is between 10 and 14

When the student get a study permit, a so called “electronic driving course ledger” is created in the District Commissioner system.
It is intended for registering information regarding all communications between everyone involved in the student’s practical
training as well as for all other relevant information. The instructor will enter the practice hours into the ledger and confirmation
for Driving Schools 1, 2 and 3 are entered there as well. The District Commissioner will also enter permission for practice
driving into the ledger. The District Commissioner, Frumherji and Driving School 3 can see in their systems which courses and lessons have been announced this way.
Practice driving – application at the District Commissioner web
To qualify for practice driving with instructor, the student must have completed Driving School 1 and a minimum of 10 practical
training sessions.
The licenced practical driving instructor determines when the student is ready to start practice driving.
When the student completes Driving School 1 at the Internet Driving School (Netökuskólinn), the course will be announced
electronically to the District Commissioner.
The student will also receive a practice driving sticker which should always be attached to the rear of the car when driving with a instructor.
When the licenced practical driving instructor believes that the student is ready for a practice drive,
he confirms it electronically to the District Commissioner.
An instructor (often parent or relative) can then go to the URL
https://island.is/en/drivers-license
and apply to become an instructor for the student.
There can be more than one instructor. The instructor must be at least 24 years old and must have held a driving license for at least 5 years. The District Commissioner will enter a confirmation into the ledger that a practice driving permit has been granted. Practice driving permits are free of charge.
During the practice driving the student practices by driving while accompanied by the instructor – who often is a parent, other relative, or some sort of legal guardian. It is advisable to contact the licenced practical driving instructor again when the 17th birthday is 3-4 months away.
Driving School 3 is a practical course (driver’s training) which takes place in a closed driving area. In order to enroll
in Driving School 3, the student must have completed Driving School 1 as well as a minimum of 10 practice
sessions. In Driving School 3 the student will learn how to drive in simulated slippery/icy conditions, how to apply
brakes in emergency situations and will experience a rollover in a special “rollover vehicle.” The student registers by
himself for Driving School 3 at

You can finish Driving School 3 either before or after Driving School 2.
On March 21, 2024, the rules were changed so that you can go to Driving School 3 even if Driving School 2 and 12 practical lessons have not been completed, as previously required.
Driving School 3
The student completes Driving School 3. The duration of the course is about 4 hours.

Driving School 2 - at least 12 practice sessions
The student usually contacts the driving instructor when the 17th birthday is 3-4 months away.
At that time the student usually completes 2 practice sessions or so in addition to the previous 10 practice
sessions.
Driving School 2 – written material
The Internet Driving School (Netökuskólinn) offers the Driving School 2 course online.

Practice sessions – a minimum total of 12 sessions
The student must complete additional practice sessions with the driving instructor for a minimum total of 12 sessions.

Written exam at Frumherji and the continuation of practical training
The written exam can be taken up to 2 months before the 17th birthday. To be allowed to take the test, the student must
have completed Driving Schools 1, 2 and 3, as well as a minimum of 12 practice sessions. The written exam is taken at
Frumherji. The student registers by himself for the exam at

The written exam
The exam contains 30 multiple choice questions where each question has 3 possible answers. Each question may have 1, 2 or 3 correct answers. The exam is divided into parts A and B. Maximum allowed errors are 2 for part A and 5 for part B.

Practice hours – at least 15 sessions in total
A minimum of 15 practice sessions with the instructor must be completed before the practical test but a common
number of sessions is between 19 and 25. The driving instructor determines when the student is ready for the
driving test. The driving instructor will also arrange the test for the student. The test is performed using
the driving instructor’s vehicle.

The practical driving exam at Frumherji
The driving test can be taken up to 2 weeks before the 17th birthday. In order to be able to take the test the student
must have completed Driving Schools 1, 2, 3 as well as a minimum of 15 practice sessions with the instructor. The test
is performed at Frumherji. The driving instructor registers the student for the test.
The practical driving test
The driving test is performed using the driving instructor’s vehicle.
Before the driving test, there is also an oral test. The student picks a card from the examiner which will contain 5 questions. These questions address the vehicle itself, including the controls, gauges, warning lights, seats, mirrors, safety equipment, brakes etc. The students must answer at least 3 questions correctly.
After the oral test, the student will drive for about half an hour while the examiner evaluates his or her proficiency.

Temporary driving license
When the student has passed the practical exam he or she will receive a temporary driving license from the examiner. The license is on a piece of paper since it takes 2-3 weeks to make the formal version of the license. The temporary license is valid for 3 years. The student cannot start driving until the 17th birthday, even if the driving test was completed before that.
Driving evaluation – permanent driving license
If the driver has held a temporary driving license for at least 12 months without receiving penalty points due to traffic law violations and without losing the license during that time, he or she can undergo a driving evaluation from the driving instructor.
During the evaluation the driver is evaluated by the driving instructor, as well as by himself.
The evaluation addresses driving proficiency, driving habits, and safety in traffic. The evaluation will determine if the driver’s evaluation of his or her
own ability is in accordance with the evaluation of the driving instructor. The driver will drive for about 45 minutes while being observed by the driving instructor.
If the driver passes the evaluation, the instructor will confirm that to the District Commissioner, who will then issue a permanent driving license.
The permanent license is valid for 15 years at a time.
